The Configurator is Mekanism's configuration tool for its machines, comes into 2 modes the Configuration mode which basically manipulates the blocks' faces for their input and output controls, and wrench mode which is basically a wrench same with any other BC based wrench and like the Redstone Arsenal Omniwrench its electrically charged.
